テーマをWelcart Defaultにすると、追加できるようになりました。
すぐに元のテーマに戻したら症状が再現されるかと思ったら、なんと追加できるようになっていました。謎ですね。ieでは動作するとなるとchrome独自の何かのようにも思いますし、テーマを変えて戻したら直っていたとなると・・・よくわかりません。
なお、phpのバージョンは変更しておりません。とりあえず、様子を見る事にさせていただきます。

BizVektor WCT2012 SP2 Plus v1.4もありました。
これらは、採用しているテーマの追加デザインです。このテーマは追加デザインオプションをプラグインで追加する方法をとっています。ちなみに、採用しているテーマは、
